Abu Hurairah (may Allah be pleased with him) narrated that the Messenger of Allah (ﷺ) said: “When your leaders are your best, your wealthy are your generous, and your affairs are decided by consultation among you, the surface of the earth is better for you than its depths. But when your leaders are your worst, your wealthy are your misers, and your affairs are entrusted to your women, the depths of the earth are better for you than its surface.”
