Ibn Umar (may Allah be pleased with him) reported that during the Farewell Pilgrimage, the Messenger of Allah (ﷺ) said, "O Allah, have mercy on those who shave their heads." They asked, "And those who shorten their hair, O Messenger of Allah?" He repeated, "O Allah, have mercy on those who shave their heads." When they asked a third time, he added, "And those who shorten their hair."
