Note 2

prohibit partial shaving

(2) The statement: "prohibit partial shaving": Al-Nawawi said: Our school holds that it is generally disliked for men and women due to the absolute wording of the hadith. He said: This is a disapproved act of avoidance. Malik and the Hanafis also disapproved of it. It is not specific to children; if an adult does it, it is disliked for them as well, but children are mentioned due to common practice. This is stated in Bazl al-Majhood. In Radd al-Muhtar and Al-Alamgiriyyah: Partial shaving is disliked, which is shaving some parts and leaving others.
