Ibn Abbas (may Allah be pleased with them) reported that the people of Yemen would perform Hajj without provisions, claiming to be reliant on Allah (mutawakkilun). When they arrived in Makkah, they begged. So Allah revealed: "And take provisions, but indeed, the best provision is piety." (2:197)
