Jabir (may Allah be pleased with him) narrated that the Messenger of Allah (ﷺ) said: "It is not lawful for any of you to carry weapons in Makkah." [Narrated by Muslim] In Bukhari’s narration from Al-Bara’: "The Prophet (ﷺ) performed ‘Umrah in Dhul-Qa‘dah, but the people of Makkah refused to let him enter until he agreed not to bring weapons except in sheaths."

Note 1

It is not lawful to carry weapons

(1) The statement: "It is not lawful to carry weapons"—This prohibition applies unless there is a need, as evidenced by the Prophet’s (ﷺ) entry during the Treaty of Hudaybiyyah and the Conquest of Makkah with arms. This is the view of the majority, including Shafi‘i. This is mentioned in (Al-Mirqah).
